Background

AECOM is implementing the Somalia Tis+ Project to promote good governance and community cohesion. USAID/EA’s Somalia Office anticipates that the need for quick impact stabilization activities will continue given the fragile nature of the nascent government and the existence of an insurgency in parts of South Central Somalia. At the same time, Somalia, particularly under the New Deal and the new internationally recognized government, is looking to move from crisis and stabilization to medium and longer-term development. The objectives of this contract are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.

Objective

The Human Resources Specialist will lead and manage the HR and recruitment needs on TIS+. He/She will supervise and implementment HR policies; manage HR forms and templates and filing system; revise the SOP manuals; develop and conduct staff orientation and on-boarding processes; manages HR complaints and benefits administration.

Primary Responsibilities

Responsibilities include, but are not limited to the following:

· Develops a statement of goals, objectives, tasks, and results for the HR/Recruiting Unit. Develops a brief orientation training module to introduce the HR/Recruiting unit when on-boarding TIS+ personnel. Develops and conducts briefings and orientations for new hires regarding personnel policies.

· Collaborates with other departments to ensure that all employees receive thorough orientation needed to understand the project, their technical roles and expectations about their performance, and all relevant administrative and management policies and procedures.

· Refines all labor and HR updates to the SOP for TIS+; prioritizes recruiting needs; develops Job Descriptions and Qualifications for all positions in the unit, starting with highest priorities. Reviews candidates and selects staff for the unit following the recruiting policies and procedures.

· Develops TIS+ HR and recruiting policies and procedures in consultation with the COP, DCOP,Operations Manager, Finance and Admin Manager, and Home Office PMU; leads and manages the HR/recruitment to assure the implementation of HR and recruiting policies.

· Supervises the preparation of complete, accurate personnel files for CCN personnel and maintains necessary information on expatriates and TCNs. Coordinates with the AECOM Home Office Project Coordinator to make sure that timely, accurate information is provided to the Home Office as needed. Coordinates information sharing with the Payroll Unit and Operations Unit as needed concerning HR matters.

· Ensures the quality and completeness of HR and recruiting records to be compliant with AECOM, USAID and Kenya, Somalia and Somaliland laws and policies.

· Supervises the issuance of employment confirmation and contract extension letters to employees.

· Creates and manages recruiting, hiring, personnel management and benefits systems.

· Establishes a performance appraisal system for CCN employees and ensures that supervisors appraised them properly without any discrimination.

· Assists in training staff in recruitment processes including provision of written outline of steps, timelines, and responsibilities necessary for an orderly and expeditious recruitment process.

Reporting

The Human Resources Specialist reports to the Operations Manager

Qualifications

· Bachelor’s degree

· Minimum 4 years HR experience for USAID projects

· Proven knowledge of USAID rules and regulations and cost-principles

· Written and spoken English language skills required

· Strong Excel skills and proficient in Microsoft office suite

· Exceptional written and verbal communication skills

· Knowledge of Somali language, Somalia/land Labour Law an added advantage
